Frank G. Fox, PhD

Curriculum Vitae

Frank Fox, PhD has been a consulting economist and owned and operated Health Trends since 1996. He earned his Ph.D. in Economics at the University of Washington in 1977. Dr. Fox began his career in econometric modeling in the defense industry, preparing stochastic forecast models. He moved into health care economics in the early 1980s. Dr. Fox worked with the Washington State Department of Health, where he helped develop and implement an inpatient discharge data system covering all inpatient care in Washington hospitals. This data reporting system is still in use across Washington.

Dr. Fox also worked for a large health system for twelve years as Vice President of Research and Development, where he was responsible for new service/program development and implementation for such programs as minimally invasive surgery and magnetic resonance imaging.

Since he has had his own consulting practice, Dr. Fox has provided healthcare planning, statistical analysis and financial consulting to many of the hospitals in Washington State and in other parts of the country. He has also been engaged by numerous physician practices as an expert in health economics and financial/statistical modeling and has worked with government and nonprofit organizations to develop and evaluate changes in healthcare policy and regulations. Dr. Fox has also served as Chief Financial Officer for several small firms. Additionally, Dr. Fox is recognized as an expert in certificate of need activities in Washington, Alaska and Oregon. He has been qualified and has testified numerous times in different court venues as a statistical expert, an expert in economics and health economics, and healthcare planning.

Jonathan F. Fox, PhD

Jonathan F. Fox, PhD has worked as an economic consultant for Health Trends since April 2019. Dr. Fox received his PhD in Economics from the University of Arizona in 2010 with fields in Labor Economics, Econometrics and Industrial Organization. Between 2010 and 2013 Dr. Fox completed a post doctorate at the Max Planck Institute for Demographic Research, and between 2013 and March 2019 worked as an Assistant Professor of Economics in the John F. Kennedy School for North American Studies at the Free University Berlin. As a Senior Economic Consultant for Health Trends, he has assisted in the construction of Certificate of Need applications in Washington and Oregon, including the preparation of utilization and financial pro forma models. Dr. Fox has also evaluated and performed actuarial analyses of health insurance benefit utilization and costs, assisted in the preparation of numerous expert reports and performed market demand analyses for regional hospitals.

Hunter Plumer, MHA has worked as a health services consultant for Health Trends since 2014. In his work, he has applied large, complex datasets from disparate sources to discover insights and prepare recommendations to improve organizational strategic planning, payer negotiations, and health law economic damages estimates. This has included preparation of valuation studies, market share analysis, competitor analysis, and identification and prioritization of project alternatives. He has extensive market research experience examining demographic, utilization, and financial data, as well as conducting applied survey data analysis and predictive modeling.

Hunter is a lecturer at the University of Washington’s MHA program, teaching a five-week health services data analysis curriculum to graduate students as part of the following courses: HSMGMT 579 Accounting for Health Service Managers and HSMGMT 571 Health Care Financial Management.
